Mr. Qian served as the chief corporate strategist and  designer in many global emerging and large  industrial projects, he led the establishment of  Westlake Group.

Joseph A. Cari’s background includes international law, merchant banking and investments in various global business sectors. He is a graduate of the University of Notre Dame with honors, in the undergraduate program and a Juris Doctorate Degree in Law. He also completed a Fellowship, with distinction, at the Kennedy School of Government Institute of Politics at Harvard University.
President William J. Clinton appointed Joseph as Chairman of the Board of the Woodrow Wilson Center for International Scholars (a US Government International Think Tank).
His duties at Westlake includes being a member of the board of directors, overseeing capital raising, as well as new business development and government relations.
